So our Color Guard is starting up finally, is there a Manual I could go off of... Other than the D&C?

Yes, a color guard of 4 cadets has different drill moves than a block of 20 cadets. For example, marching at close interval and turning with a "wheel" etc.

Take a look at  P 52-8 CAP Unit Honor Guard Program and R 900-2 CAP Flag Etiquette
Also, M 39-1 CAP Uniform Manual

That should get you started!

DO NOT follow the CAP Unit Honor Guard Program for your Color Guard, especially if you plan on going to competition. These two elements are completely different, from their approved ceremonies to the way they execute movements. The standards for any Color Guard ceremony should be found in the D&C manual, and detailed info from the previously mentioned Flag Etiquette reg will also help.

Take the advice. My whole Color Guard team were graduates of National Honor Guard Academy, and we had to unlearn/learn a whole new system for Color Guard Competition.

TACP is right, especially if you're preparing for competition. Remember, in Color Guard comp, only 3/7 events are actually drill related. Check CAPM 52-4 for complete info about the competition.

One more thing, what are the proper sizes for the flags and poles and also what are proper tips for the poles.

Check out CAPR 900-2.

I tried looking up CAPR 900-2 and I couldnt find a good enough link to get it.

Try national HQ under  "Members"  then  "Forms and Publications"  look for  "Indexes Regulations and Manuals"

The 3rd entry from the bottom has a link labeled: "R900-2", right click and save

Its also handy to periodically download the zip files to have local copies when the Internet is not accessible.
