CAP Sunday - What is it?

I've read a little bit of talk in the uniform threads, about something called CAP Sunday. It was vaguely referred to as the first Sunday of December in which CAP members may wear a uniform to church/religious services. Searches through Google have turned up a large gathering of the Christians Against Poverty campaign and their Sunday meetings.

Can anyone give me some more information about CAP Sunday? What it actually entails, how it started, etc.
