I am C/Col Kristopher Poskey. I'm serving as the RMR Primary Representative to NCAC, and the Chair of the MCTDC Committee, a sub-committee of NCAC.

(MCTDC= Marketing, Communication, and Technological Development Committee). I wanted to (1) let you know what MCTDC is, and (2) let you know whats happening with NCAC.

MCTDC is something like the geek squad of NCAC. Here is our info:

The "Marketing, Communication, and Technological Development Committee"

The Purpose of MCTDC is to insure a strong image (marketing) that encourages feedback on the vision, projects, and accomplishments (communication) of NCAC through developing and maintaining the strongest presence possible cyber world (technology).

The Team of the NCAC MCTDC is composed of members of the NCAC who share an interest in helping advance the Council in the technological arena. Liaisons between the MCTDC and a forum/website/etc can be established at the discretion of the council chair. However, it is favorable for as many of the liaisons as possible be members of NCAC. Alternate Representatives are encouraged to get involved.

The Vision of the MCTDC for the 2009-2010 Term is to develop and release the new NCAC website, insure that we are fully utilizing every Social Networking tool available; insuring the communication flow from the smallest cadet, to the NCAC is as seamless as possible, and fine tune CouncilNET.

The MCTDC Goals:

Develop Continuity Binder for NHQ/CP & for the future NCAC Terms
Maintain/Develop/ Monitor Facebook Presence
Maintain/Develop/Monitor Myspace Presence
Maintain/Develop/ Monitor Twitter Presence
Maintain/Develop/ Monitor Website Presence
Maintain/Develop/ Monitor/Fine Tune the "new" Communication/CouncilNET
Develop and Look for new technology to better serve the NCAC.
Share and Communicate via "well established" CAP Forums (Cadet Stuff, CAP Talk, etc) by establishing "NCAC liaisons" who monitor and stimulate feedback from the forums, as well as communicate through their forum.
Not only Maintain, Develop, and Monitor, but encourage feedback, and stimulate conversation, while providing a communication line directly from NCAC to the CAP members.
Prevent rumors and gossip regarding NCAC dealings, and NHQ CP, as much as possible.
Provide an avenue to get "real" answers from the people who have the "real" answer (prevent forum debates).

We are also hoping to help eliminate all the "little rumors" in regards to the Cadet Program and NCAC ( and high level information) by providing an easy flow of information from NCAC, and its contacts. NCAC is privileged to have a decent flow of communication directly between the Cadet Programs team, as well as the rest of NHQ.

MCTDC is also helping fine tune a new tool for NCAC called "CouncilNet". This is a GoogleApp established for use by NCAC for email, event planning, document sharing, etc. We are working to get Google Wave for the entire domain. We are also working on developing the new NCAC website.

The NCAC Chair, C/Lt Col King, is very motivated on making NCAC very productive this year by taking firm positions on topics/proposals and making progress as quickly as possible. Glad to see you carrying out what we discussed at the National Conference. It looks like you and your comittee have put a lot of effort into this and I commend that. The laid out plan seems steadfast and well thought-out. If TXWG CAC can ever be of assistance, please let me know. Thanks for the update!

The CAC is suposed to be an advisory body to commanders at their respective echelon, not a tactical, working group - that's where most CAC's get it wrong and where its going wrong here.

I'm sorry, I see this as nothing more than cadets who waste too much time on the social networks internet and are trying to justify that waste for others.  CAP needs a coherent web prescense, yes, but this other nonsense?  Monitoring networks for content?  Preventing debates?  What?

The last place I'm going to look for an authoritative answer on a reg is MySpace, and if its a subjective area, then that's the point of debate.

The most the CAC should have done with this was recommend a course which NHQ would then execute as a separate working group from the CAC, not what appears to be a subordinate to a non-working advisory body.

I mean absolutely no disrespect, so please hear me out. . .

First off, yes, "The CAC is suposed to be an advisory body to commanders at their respective echelon". That being said, if the CAC, at all echelons, is supposed to keep a new generation ( with their their 21st Century"bad habits"/crutches on technology) interested in CAC, and receive feedback, we must embrace these advances in technology.

To address your concerns as to a "tactical working group"....I'm not in agreement with your philosophy of CAC, but I do feel we are within our "limitations" (as stated in 52-16) and have the support of NHQ. Thus, we can agree to disagree.

Are there members of CAP who would use this as an excuse for their "time on the internet; I don't know, and thats not my responsibility. There is always too much of a good thing; in this case the internet. If you are able to use the internet within moderation, it can be a powerful and useful tool. For me to judge others, while posting on a forum; thats non-sense. We are simply creating a presence for NCAC on the internet, which we can then use to stimulate conversation and feedback on issues.

Your statement regarding "authoritative answers" is absolutely correct. Social Networks/Groups is not the place for answers. NHQ is the place for answers. In no way will MCTDC be posting authoritative answers on regulation. If a debate and /or rumor regarding NCAC/Cadet Programs does arise, as an "advisory council", the NCAC respects that desire for informatoin, and in that case, I would say its absolutely "ok" for NCAC to be ready to "advise" exactly what we are doing in regards to that matter.

But if we keep all of CAP properly informed on what NCAC is doing and planning, then there would be no need for  rumors to begin.

From your posts regarding this matter, I feel that you misunderstand the purpose behind this committee. May I emphasize that the MCTDC sole purpose is as follows:

Love the comic. Definitely a humorous interpretation of todays kids. Lucky for us, the depicted stereotype is just a minority of the teens in America. Heck, some of us still read comics in the newspaper on a regular basis.

What was not clear to me, and that you clarified on CS, is that this committee's activities are limited to
the CAC itself, which is different than my original misunderstanding that this would be a more far-reaching
body working on CAP identity and web presence issues as a whole.
