I would not even go that far.  SGT Bilko (Steve Martin Version) was comical, this was just terrible.  Negative Props to them.

Phil Silvers is the REAL Sgt Bilko, Steve Martin was simply trying too hard (a result of the times, that should have been much funnier that is turned out to be)  The Original Bilko, while subject to schemes, operated in a context of that time that simply didn't translate well to the 90s.  Thus, The Phil Silvers Show was funny and poked fun at soldiering (an  experience held by many many many people who were veterans of the Second World War and Korea) while I found the tone of the 90s movie to be "anti-military." 

It tried to tackle issues (like Pentagon weapons testing, shades of The Pentagon Wars and Gays in the Military, with one direct on joke on the matter), instead of tackling the military experience.

Odds are this is only supposed to be funny and have meaning to those in that AFROTC detachment, full of in jokes and the physical representation of funny stories.
