CAP Regional Liasion Offices What Do They Do For Us?

Since entering the program & looking at all the active duty field grade officers we have at CAP-USAF HQ as well as the various regional offices, I got to wonder what it is that the regional offices do? 

I know locally at the squadron level we rarely see them (well actually they (1 NCO) came one time to do a logistics equipment inventory compliance audit, general & radio equipment).  There's a fairly large payroll & support expense for these regional offices.  Does the ROTC programs have regional offices?

Are they compliance only?  Do they coordinate support for local units or are they primarily working with the wing civilian administrators/lo's?   I've never seen any reports by CAP-USAF region that stated what they had accomplished to further support CAP volunteer's efforts (actually never seen any public article in CAP news or elsewhere about them) 

Anyone know or could give some specific examples

From what I can tell and have experienced it appears that the main job is control and oversight of USAF Resources.

Appearances as they say can be deceiving but the main focus of discussions I've heard are about vehicles, airplanes, radios and the associated usage. 

Compliance Inspections of Wing and higher hq, and evaluated exercises bi-annually.

To make is short and sweet their job is to keep us honest and accountable without bias.

Regional CAP-USAF Liason Regions work with the CAP-USAF state directors in command atnd control of the AF Assets.

The majority of our training funding and mission funding is from AF appropriated funds. The regions evaluate each wings ability to carry out AF assigned missions every other year (SAREVAL) and in the off year conduct a similar format ungraded major mission (Guided SAR).

Every four years, each wing has a comprehensive inspection (Compliance Inspection or CI) by national staff evaluating all areas of a wing ability to follow regulations and carry out their duties. Aproximately 6 months prior to the CI, each region does a similar evaluation as a instructional and preperational tool, the Staff Assistance Visit or SAV.


The region also does a inspection annualy of Air Force provided property- the Survey Audit. This inspection covers the wings contol over the Air Force provided assets- aircraft, vehicles, supply, and communications equipment.

The Region also provides the primary oversight over the Air force supplied assets. The region approves any requests for withdrawls from the DRMO, facilitates and approves retired equipment being returned to the DRMO and currently approves disposition of lost items from inventory (Report of Survey).

The CAP-USAF region  also provides assistance and support- primarily for region and wing staff that deal with aircraft maintanance and operations, logistics, emergency services, and requests from other federal agencies.
