ECI 13 test time limit.

Yeah, I know its now HQ AU A4518326534/ $%%#$@@_3834 whatever.

Has the time limit on submit the test for the Senior Officer's Course changed from the calendar year from receipt it was traditionally?

Are there any systemic red flags or deadlines that go off it it sits "too long" in a unit's secure test cabinet?

And it's a year from the date of enrollment, not the date the test is received. After that deadline, if the course is not complete you can't reenroll for a certain period of time.

Correct - if you fail to finish 'Af-a-diddle 13' within the year allotted for completion, you're put in the 'doghouse' for six months. It used to be a year. You need a 65 or better to pass the course exam.

Can't you apply for an extension of time though?

Last year when I completed it, I applied and received a 30 day extension. I just e-mailed them at the address provided on the AFIADL website. Received a reply the next day with no trouble.
