Funding Equation

Does anyone have the current equation used to compute the training budgets?  I have information "pre-centralized maintenance".  But since I don't have a way to retrospectively snapshot our wings OPS quals around the funding "date" to know what was used to build our budget.

For example.. in 2004... it was... weighted on a distribution from a total pot of money.

In short
Land Area = 10%
Total GES Membership = 15%
SAR/DR = 40%
Observers = 35%

In 2004 - worked out to be..
a $1.53 million training budget:
a GES members was worth $6
a SAR/DR Mission Pilot was worth $244 of the wings training budget.
a mission observer  was worth $89 of the wings training budget.
Our land mass was worth $2,685

I had heard that there was such a formula and that pilot numbers entered into it, but have never seen the details.  Why am I not surprised that ground teams were/are not considered at all. 

Seems to me that the smart thing to do would be to get every single living soul in the Wing qualified as GES whether or not they actually do anything so as to bump up your training budget a fraction.

Another way to influence the system a bit is to try to time your pilot and observer qualification expirations so that as many as possible take place a month or two after they make this calculation.  That way you don't lose some funding due to having some of your pilots temporarily out of certification at just the wrong time.

IIRC, NHQ gives your region a training budget and the commander determines how it is split up.  Each region determines the method splitting up the booty.  I don't think anyone has an iron-clad method of doing this and there's no single formula.

Based on the excel worksheet that I have from NHQ from 2004 and reports subsequently and the congruency of the training budget at the wing level, then I would disagree with that assumption.  However, it appears that the Region has some "discretion" on booty, but they don't appear to deviate greatly (here).

No matter the initial allocation, the money certainly can, and often does, get moved around within Regions.  I know my Wing has gotten money that other wings didn't spend fast enough regularly in the past.
