Wing Banker Debit Cards?

Is there anything in the wing banker regs that prohibits the issue and use of debit cards for subordinate units?  I know that they cannot get them on their own, but I have been wondering if they can be procured by the wing on their behalf.  If this were handled properly, it would eliminate the the need for MEMBERS to pay for EVERYTHING out of pocket in the hopeful expectation that it will be reimbursed within a reasonable amount of time.

Section 9. Debit Cards. Debit cards must not be used.

Under the Wing Banker Program the use of a debit card would be impossible anyway, because your units funds are surrendered to a joint account which is controlled solely by the Wing.

Credit cards are authorized. The unit needs to have an SOI or policy letter approved by the wing FM. The statements need to be reviewed and approved by the unit finance committee. The usual signature requirements for paying the bill need to be met.
