Flag in the background of Photos

When taking a CAP photo, it states that the Flag should not be in the background per an NEC Decision. Can someone summarize the NEC decision?

That's a new one to me.  I know you can't have the flag in the background for the ID photo

 I've only known of it not being allowed in the back of ID photos to. Maybe thats what LBCAP150 meant to say.

To summarize the NEC decision:

You are not allowed to have a flag in the background of your CAP Photo ID picture.  It must be a white background.

BTW List schmittz....  You do what you want to do...  I have been on enough lists in my life to realize they mean nothing in the grand scheme of things...
