New Squadron Startup Checklist

Does anyone have a checklist for starting a new squadron? I know the basics, but don't want to miss any of the smaller details.

There is, or was, a CAP pamphlet on starting a new squadron.  The last version I saw was pretty out of date in some areas though.

I do remember seeing that about 10 years ago. Does anyone out there perhaps have a copy?
