The thread drift was on purpose, Pericles.  The topic has nothing of professional value to the CAP member. If there is indeed any wrong-doing, it's not going to get discovered nor solved via CAPTalk. 

One could bring any facts or suspicions they have to the Fraud, Waste and Abuse hotlines, the IG system, and even the BoG.  There are systems in place to check on this type of stuff, and I would fail to believe that everybody in all of those failsafes are "in on it all".

Frankly, the topic borderlines our community's long-standing policy for not airing people's dirty laundry, accusations, and suspicions here on the forum.  The NOTF reporting quality aside, the community stands to gain nothing by tossing around comments, hearsay, and theories without anything on which to base it.  CAPTalk is designed to be a professional resource for CAP members, not a rumor mill or a water cooler.
