All: After thorough perusal of the Regs, I cannot seem to find the answer to this question. Hope y'all can help! 

SCENARIO:  A member of Wing X spends a number 5 months (summer) in Wing Y's territory. He would like to be able to participate in Wing Y activities and training...but without doing a transfer between his Wing X unit and Wing Y, back-and-forth, every 5-6 months. 

I remember on USAF active duty, we had a thing called "TDY" -- where you could be temporarily assigned to a different unit for a specified period of time. Seems this might be a handy tool for CAP, as some of us aging 'snowbirds' split our time between winter & summer places.

Other than a 2a TRANSFER, does anyone know or have experience, an answer, or a potential route up the chain of command to resolve this question??

Members from any wing / unit can be assigned to pretty much any staff role in any other wing or unit or echelon.

Happens all the time.

Isn't necessarily a good idea, but it's not that uncommon.

CAP does not do TDY's. However you can participate in another wing's activities.
In your case with the member who spends 4 or 5 months a year in another state, as long as the two wing commanders have no problem with it, you should be good to go.
Their home wing commander should be notified just so they know what's going on and the wing commander of the wing they're visiting should be notified just to make sure they have no objections. They shouldn't but you never know.

One item of note: While a member of one squadron you can have an additional duty assignment from a higher echelon. I'm not sure if that would apply squadron-to-squadron in e-services, but it might be interesting to try so that at least your record reflects your squadron location status.

It does, but the assignment cannot be done electronically, because the "other" CC can't see the member on their roster to select them.

As mentioned, unit of record, and probably the Wing CC of record need to approve of this.

Not be "aware", approve.  Big difference.

In some cases there may be reasons this is not a good idea, in which case the member could ask to transfer,
but might not be invited back.

With these new modern gadgets like email and eServices, it shouldn't take but a couple emails to a unit commander and a Wing King or two to make the trandfer, or at least make a deal between each wing to keep you on your current roster and let you work for the gaining Wing on a temporary basis.
