Is there a specific form # for signing into or completing Required Staff Training?

No.

You can use a Form 11 out of convenience, but whatever you choose to track participation
is fine.

I would suggest the members actually sign in, but that's not 100% required.

That form is (or was) a CI compliance document, so make sure the Wing DCP gets a copy,
and that you double-check everyone who was required to complete RST, actually does.

In the absence of other guidance, use CAPF 11, check the Other box, and write in RST.

IIRC RST isn't tracked at NHQ.

It isn't, per se, but it's an SUI and CI question that generally requires substantiation.
On the SUI, since encampments are Wing functions, the answer should always be either "yes" or "N/A",
however on the CI, the wing has to show compliance.

From the Cadet Programs Tab::
a) (Discrepancy): [xx] (B1 Question 12) The wing did not meet encampment content requirements IAW CAPR 60-1,
9.3.1. or 9.3.4."


And 60-1, page 40 says:
"9.3.4. Required Staff Training. Adult staff and cadet cadre must complete RST. See 2.4.2"

The inability to substantiate RST trips up more then a few wings.

Exactly.  Our DCP just files the spreadsheet with the other events.  We generally don't print anything so we convert the spreadsheet to PDF and the activity director signs it electronically.  We had a CI about a year ago and the inspectors didn't raise any questions or concerns about how we were doing it.

On an SUI a few years ago (under the current program), my unit was threatened with a discrepancy because we could not document the RST was held for activities lasting 4 days or more. Never mind that the longest activity we held was two days, but we had sent folk to staff Encampment and the inspector expected the unit to enforce the RST requirements. After explaining that 1. the unit is NOT responsible for the encampment or its activities, and 2. informing them the records are available from the wing asst. finance officer (who is also the Encampment Admin Officer), and 3. requesting where in the regs a unit has to maintain records for activities conducted by other units or higher headquarters.

Hasn't happened since. The last SUI, we were asked if we held any activities of 4 days or longer, told them no, and they moved on, marking N/A for the RST documentation.

For external activities (i.e., Group or higher), it is not the individual unit's responsibility to provide nor document RST. This is a responsibility of the activity director.

For internal activities (i.e., bivouac, field trip, etc.)---lasting 4 nights or more---just include it in a planning document and have a sign-in roster that notes the person's role at the event (e.g., chaperon, trainer) and their status of completing RST.


CAPR 60-1 has a policy gap in it that states RST is for Encampment or NCSAs, but when you refer to CAPP 60-72, it states "or a similar cadet activity lasting 4 nights in duration or longer." This should really be in 60-1 because, if your activity isn't Encampment or an NCSA, you might assume that you don't need to conduct it at all. Keep in mind that your Wing Commander can require it at his/her discretion for other activities.

Realistically, how many units, or even groups, ever run an activity that's more then a weekend?

I had almost the same argument with an SUI inspector as well.
