Job Description and Application Process

Civil Air Patrol is seeking a Chief Operating Officer to lead its National Headquarters located in Montgomery, Alabama.  Civil Air Patrol, the official auxiliary of the U.S. Air Force, is a nonprofit organization with 57,000 members nationwide, operating a fleet of 550 aircraft. CAP, in its Air Force auxiliary role, performs 90 percent of continental U.S. inland search and rescue missions as tasked by the Air Force Rescue Coordination Center and is credited by the AFRCC with saving an average of 80 lives annually. Its volunteers also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. The members play a leading role in aerospace education and serve as mentors to more than 24,000 young people currently participating in the CAP cadet programs. Summary:

Develops the overall business strategy to implement the general direction received from the Board of Governors and the Chief Executive Officer to meet the needs of Civil Air Patrol's (CAP) varied customers, volunteer members, the communities we serve, and our employees always while operating within the legal requirements.  Builds a senior executive team and leads by example to develop and maintain a positive company culture.  Allocates capital judiciously against competing corporate priorities.  The Chief Operating Officer administratively reports to the Board of Governors, but is under the operational direction of the Chief Executive Officer.

Functions:

Collaborates with the executive management team to develop and implement plans for the operational infrastructure of systems, processes and personnel to achieve CAP's objectives.

Carefully considers the competing major expenditures and appropriately manages CAP's capital.  Develops and coordinates on annual budgets that fund projects which best support the corporate strategy.

Leads, motivates and mentors the management team to foster a success-oriented, accountable environment within the company.

Communicates in an effective manner with all levels of the organization to ensure every employee knows and shares CAP's vision and strategy.

Conveys CAP's values through actions and words.

The Chief Operating Officer is responsible for the supervision, and effectiveness of the National Headquarters staff.

Applies EEO concepts and requirements to meet Corporate-level obligations and maintains appropriate work environment to ensure fair and impartial treatment of employees.  Supports the corporate "Open Door" policy to receive and resolve employee concerns.

Represents CAP to our customers and community leaders.

Acts as Executive Secretary to the Board of Governors and represents the Board of Governors at National Headquarters.

Acts as advisor to the CAP Senior Advisory Group and the CAP Command Council.

Attendance is an Essential Job Function in this position.  Incumbent must attend work regularly, manage frequent interruptions, and work irregular hours as necessary to meet work deadlines.

Qualifications:

More than 15 years' experience in various management/leadership roles in a variety of business disciplines.  Comprehensive understanding of business finance principles in both profit and nonprofit environments coupled with proven financial analysis and forecasting experience.  Grants Administrator certification required.  Previous experience managing Cooperative Agreements strongly desired.  Knowledge of 2CFR200 highly desirable.

Masters' degree in a business/military related discipline from an institution accredited by an agency recognized by the U.S. Department of Education is required.

Demonstrated leadership experience achieving quantifiable results by motivating others while serving in an operational or program management role at an organization employing at least 100 team members.

Exceptional communication (written/verbal/interpersonal) and time management skills.

Position requires that a personnel security investigation be adjudicated for security eligibility.  Applicant must possess or have the ability to possess a Secret security clearance.

Private Pilot's license issued by the Federal Aviation Administration, or equivalent military pilot rating, with at least 1,000 hours of total flight time is required.  A commercial pilot's certificate with instrument, single engine land rating is preferred.  Extensive knowledge of the challenges impacting operations in the General Aviation environment is a plus.

Previous experience in managing each of CAP's operational missions is strongly desired.

As a senior executive of Civil Air Patrol, senior-level military experience is a plus when managing CAP in its USAF auxiliary status. 

Position regularly requires long hours and frequent weekend work.

Position requires extensive travel including frequent overnight and occasional international travel.

Salary Range:  $130,000 to $150,000.

Out of the 6 or 7 "in house" candidates interested in the position,  I think only 3 have "grants administer" certification. This is the certification which allows CAP to spend our (AF Grant) money.... very important qualification...

It's just a professional certification, like many others.  The kind of thing you'd pursue as a young
public sector or Padawan, or your boss might send you if you're working for a charity.

Not weird at all. The COO has to deal with CD issues and a Secret Clearance is the minimum clearance needed to work with some of our "customers".

There are areas that NHQ deals with that require security clearance.

Not weird at all. The COO has to deal with CD issues and a Secret Clearance is the minimum clearance needed to work with some of our "customers".
There are things in the Comms arena that need a security clearance at the national level.  I know they had some problems a few years ago when the guy who had the clearance to access an AF database retired and then they had to go through someone outside the organization to get things entered correctly.

There are things in the Comms arena that need a security clearance at the national level.  I know they had some problems a few years ago when the guy who had the clearance to access an AF database retired and then they had to go through someone outside the organization to get things entered correctly.

But just remember, having a clearance and having access are two totally separate things.
Just about everyone in the Air Force has a Secret Clearance. It's basically just a database check.

There are a few different ones out there. Most require some experience working with grants. Some are a pain in the butt to get, but it helps when your employer, like mine, pays for it.  8)

True enough, but the clearance is a prerequisite for the access.
