Lt Gen R. Scott Williams joins Board of Governors

"Lt. Gen. R. Scott Williams, commander of both 1st Air Force (Air Forces Northern) and the Continental U.S. North American Aerospace Defense Command Region, is the newest member of Civil Air Patrol's Board of Governors.

Williams' U.S. Air Force command post brings ex officio membership on the BoG. He succeeds Lt. Gen. William H. Etter as 1st Air Force commander and on the board.

He brings an extensive record of assignments and achievements in the Air Force and the South Carolina National Guard to the position.

The BoG is the governing body of CAP, moving the organization forward through collective decision-making to generate strategic policies, plans and programs designed to guide it both today and tomorrow. Its 11 members come from CAP, the Air Force and civilians who have an interest and expertise in civil aviation and the CAP mission. They are assisted by CAP's national commander and chief executive officer, the organization's chief operating officer and the CAP-U.S. Air Force commander, who act as advisers.

As the Joint Force Air Component commander for NORAD and USNORTHCOM, the 1st Air Force commander is directly responsible for developing contingency plans and conducting full-spectrum Air Force air and space operations in the continental U.S., Puerto Rico and the U.S. Virgin Islands, as well as over the maritime approaches to the U.S. The organization is also responsible for providing Defense Support of Civil Authorities as the air component to USNORTHCOM."

Didn't CAP-USAF get moved to 1AF? Seems like a decent deal if the commander of 1AF is also plugged into CAP as a BOG member.

Oh, he got the post because he's the 1AF commander, replacing the last 1AF commander who was also on the BOG. Got it.

Still a good deal.

who replaced the last 1AF commander who... all the way back to 2005. Still not a bad deal, even with the possums.

But prior to the most recent restructure, it wasn't the 1AF CC ex oficio it was the CAP-USAF CC, right?

So Lt Gen Etter's trunk was just full of FREEDOM!

The CAP-USAF CC was never a member of the BoG.  1st 1AF/CC was ex oficio was, I think, Gen Etter.

The CAP-USAF/CC usually attends BoG meetings because they usually have to brief them on something.

"ex officio" - by virtue of office. Just a fancy way of sayin' he's got a spot on the BoG because of his position as commander of AFNORTH/1AF.

Yes, some people seem to think that "ex officio" members are "non-voting" members because a lot of organizations have their Presidents as a "ex officio non-voting member" of all committees, however, those two (ex officio and non-voting) are two separate attributes.

The Unit Commander is an ex officio member (and chair) of the unit's Finance Committee
