Chief of Staff duties?

So I keep seeing things for a "Chief of Staff " position, whether in the military or elsewhere. In the context of CAP, what would thaf position do? I have not been able to find anything in any regulations(mainly looked at 20-1.)

There is a note at the bottom of the Wing Commander description in 20-1

The Chief of Staff is a part of the command team. Besides having a Wing or Region to run the Commander has what can be a good size unit (the Wing / Region Staff) to oversee. This is generally the job of the COS. I've head it described as the squadron commander for the 001 units.

Very dependent upon the relationship between the Wing/Region Commander and the CS.  One of the more important duties that I've seen is the ability to be a sounding-board for the Wing Commander when she wants to float an idea and get some quick, honest, feedback.

Another good spot to look is the organization chart in 20-1.  The Chief of Staff has ~17 different staff directors/officers reporting to them at a Wing level.
