I heard that some of the changes to PT included only having PT every 3 months and making PT impossible to fail. Is this true?

You don't need to speculate! NHQ has put all the draft materials online: http://www.capmembers.com/cadet_programs/library/fitness/active-cadet-fitness-program

Knowledge is power.

It is not impossible to fail, except for Phase I cadets. During Phase I, the standard is "take the test". During Phases II-IV, the cadet has to be in and stay in the Healthy Fitness Zone. If they do not maintain that, they fail.

Also, there is a new duty position associated with the new Active Cadet program - Fitness Officer. If you have someone who is into fitness or coaching, ask them to take on that role. They're a good example. (I got lucky - my Fitness Officer asked for the job when he heard about it. He's into serious fitness and training).
