Regulation change request?

Holding Pattern

I know this has been discussed here, but I'm too tired to remember the search terms to find it.

I have a suggestion for a change to a CAP regulation. To whom do I send this to for consideration?

With the current moratorium on reg and manuals changes, it could be a long wait!

Unit Commander, Group Commander, Wing Commander, Region Commander, then to NHQ.  It will take as long as it takes and can get rejected/ignored at any level.

once it gets to national it is sent to the OPR and they look at it at their leisure

Is there a method of making a suggestion more likely to succeed? Referencing other directives supporting the change, AFI manuals, etc.?

para 3.f has the process, as for anything to "grease the skids" not that I'm aware of.

Lots and lots of e-mails.  Usually if you change has merit it should be well advocated for in the request

And even when the draft gets written, it needs to work its way through the hallowed halls of NHQ and get everyone to sign off on it or make changes to it if it has any impact on their particular area.  Then it goes to Legal, CAP-USAF CC, CAP COO, CAP CEO and then BOG.  It only took 20 months to get one revision of the CAPR 265-1 approved.  The latest revisions took less time since the changes were more cosmetic than substantive.  With the reengineering project, the instructions were basically to start a reg with a blank sheet of paper and go from there.  It would be a good time to offer suggestions regarding changes, etc.   It also appears that the approval process will be streamlined in the future.
