Are low level route surveys considered homeland security missions, for the purpose of the HLS ribbon?

Depends on the type of mission they were performed under. If they are -18 missions they should be.

Generally speaking.......any real federally funded (not state or county funded) missions that are not DR, SAR or CD usually fall under HLS for the ribbons purposes....at least that is what I recall from the discussions at the NB when the ribbon was first proposed.

We were doing Low Level Route Surveys long before 9/11 happened. It's an AF mission and only the benefit is that the AF paid for the gas.

Homeland Security (HLS) missions are usually labeled as such. It would ultimately depends on the purpose of the survey and the agency it supports, but many of these surveys wouldn't fall under a HLS category.
