This may be an obvious question so please forgive me in advance, but I could definitely use some clarification. I'm a cadet that already attended an NCSA last year (one of the powered flight academies) and have only been through a summer wing encampment once (back in 2014). Would I have to have another encampment credit from this year (2015) if I want to do NCSAs again this summer in 2016? Thanks!

That is correct. All you really ever need is one encampment. That fulfills the requirements for pretty much everything under the sun.
