"In January 2015 CAP/LG will be implementing a change to ORMS that will treat property with an initial
acquisition cost of $500 or less, or property with an initial acquisition cost of $500 or more that has
depreciated to below $500, as expendable property.
Several years ago the DoD/IG noted in their inspection
report that CAP was tracking items with an acquisition cost of less than $500 and by doing so was placing
an unnecessary burden on members and staff. CAP/LG recently conducted an analysis of property in
ORMS with an acquisition cost of less than $500 and found more than 35,000 items that met these criteria.
It was further determined that this property had an average current value of less than $4.00."


That's a welcome change.  I've personally been involved with an ROS on a device that cost about $6 new,
and the report stayed open for a couple of years.

Had the same thing when I was Wing DC.  During our CI, the inspector asked why I had a half-dozen open RoSs outstanding for Comm Gear.  I took him into ORMS and noted that they'd been waiting final disposition from NHQ since before our LAST CI 4 years previously.  Both of us then shared a mutual grumble-grumble and nothing more was said of it.

Highly welcome change. We should not be tracking assets that are not worth a substantial amount of money, even if they once were, when new, worth a substantial amount.


Another movement in the very positive, recent trend towards reducing burden, brick by brick, on our volunteer membership.  Let's keep moving in this direction.

I'm also pleased to see an online CAPF 120 award nomination module is in the works. Long overdue to track that stuff in eServices.

I just wish they'd open up the beta a bit...this is not new, I think it's been in the last 2 CAP Vectors as being in beta test with the National IT Committee.

There's a system in eServices for Commanders to nominate beta testers, it would be great to spread it out and get a wider base of feedback.

That said, based on the WMIRS 2.0 fiasco, I don't know that they actually listen to beta feedback.
