I happened to be fooling around with e-services today and decided to run the report for Senior Member Promotions. I noticed that it was changed quite significantly and wanted to alert everyone to the change.

Overall, I really like it. It now shows all the information on the administrative requirements for the promotion of each Senior Member to the next grade. Things like Time in Grade, PD level, Specialty Track, etc. are all shown and there is a nice summary column color-coded to ensure you see at a glance whether any member of your squadron met all the administrative requirements or not.

Someone has been doing a good job on improving this report and should be recognized for it and applauded.

Saw it last week. Really impressive.

I don't understand why it has a columns for "Time in CAP" and "Technician Rating".  They aren't requirements for promotion.  Also, it doesn't represent the promotion requirements for members that are still eligible for the grandfather clause (one promotion under the previous requirements until 11 Aug 2018).

I would like to see a report that shows the requirements for professional development levels and promotion eligibility.  E-services records Specialty track ratings and Professional Development Courses, and although duty assignments are already in e-services, we still have to enter them in the PD Award Entry Application.  We also enter other things like conference attendance, course instructor/director, presentation to non-CAP group, mentor a member through a technician rating, etc.  It would be very useful for PD staff and the members if they could see a report that showed the PD Level requirements along with the promotion eligibility in a matrix or spreadsheet.

Not sure about the Time in CAP column, but the other one is a requirement for promotion to 1st Lieutenant under the old system. Actually, this report does use the grandfathered requirements (notice the time-in-grade entries). There is also the column that states what PD level the individual met, which is a summary of the requirements that you list in your second paragraph. I like their implementation as it summarizes things on one page. If you have a member who does not meet Level 3, say, they can ask you for why and you can go back to the other reports to see that they only have one Wing Conference attendance, or some such.

As I said, I like it.

I do wonder, though, if they will modify it again in 2018 when the grandfather clause expires. And, of course, what happens with people who used the grandfather clause for promotion to 1st Lieutenant and can promote to Captain before 2018 (as an example?)

That's actually pretty easy.

You have two different sets of requirements.  One for those whose "Date of Rank" is before the grandfather cutoff date, and those whose DoR is after.  The logic behind the report can determine which to use for a member.

Give me access to the SQL data in the backend, and I could write you the report in under 30 minutes.

I created an excel spreadsheet for this, but it requires a lot of maintenance to keep it up to date.  Then our wing commander directed the units to not use any forms or spreadsheets created locally.  So, we stopped using it.

I think you are only allowed on promotion under the grandfather clause.

That is correct.

QuoteNOTE: Members applying for duty performance promotions during the period 11 August 2014 to 11 August 2018 may use the previous duty performance promotion requirements for their next promotion. The member's present date of grade must be prior to 11 August 2014 in order to be eligible for this grandfather clause. This clause may only be used once for the member's next promotion.

Emphasis mine. CAPR 35-5 Section B Subsection 2-1 para b.
