I'm looking for some assistance in finding or coming up with a needed citizenship waiver for foreign applicants, can anyone help?

CAPR 39-2
2-2. Requirements for Initial Membership. All applicants for cadet membership must meet the following prerequisites:
e.(2) Requests for waiver of citizenship criteria for lawfully admitted non-citizens residing in the United States who were not admitted for permanent residence will be submitted through the wing and region commander along with a copy of the membership application to Membership Services (NHQ/PMM). The waiver, if approved, will be only for the period of residence within the United States.

3-2. Requirements for Membership. All applicants for senior membership in CAP must be accepted by the unit and higher headquarters and must meet the following criteria:
c(2) Requests for waiver of the citizenship criteria for lawfully admitted non-citizens residing in the United States who were not admitted for permanent residence will be submitted through the wing and region commander along with a copy of the membership application to NHQ/PMM. The key phrase here is non-citizens residing in the United States who were not admitted for permanent residence. Someone with a green card goes through normal procedures.

Been through the process.

It's honestly pretty straightforward.

As mentioned above, if the person is a "Lawful Permanent Resident" (ie. has a Green Card), then they just go through like normal, take a copy of their I-551 (the official name for a Green Card) as evidence that they are permanent residents.

Otherwise, submit a request for waiver up through the chain of Command.  You're going to want a copy of the alien's passport with either their I-94 or the I-20 (Student visa) showing them as being admitted in a "non-immigrant" status (non-immigrant means a non-permanent status).   Common statuses of admission are H1B, H4, TN1, TN2, L1A/B, L2 or M1.  Some such as B1/B2 won't do, as they're short term admissions (90 days ish for business/tourism).  Ultimately, it gets to NHQ/DP and if all the paperwork is in order, the waiver will be granted pretty routinely.

I initially joined while I was in L1A status.  I had the waiver removed when I received my I-551.
