The blue part is permissible, but not usual.

The red part is a no-no.

4.1.9.6. Tie. A tie will be worn with the long-sleeved shirt, but is optional with the short-sleeved shirt.

I was just going to say that. A properly tied full Windsor Knot looks the best... until a perp grabs your tie. 

A former colleague in the CGAUX who was also a LEO told me about traditional ties vs. clip-ons potentially being hazardous to your health.

As for a Windsor knot...since none of the Royal Family are available to help, I suppose I shall have to go to a clothier in Windsor, Ontario to help.
