On the 21st Rep. Fattah of PA introduced House Resolution 3580 called the America's Fund for Future Opportunities and Outcomes in the United States Act of 2013 that would establish a fund where various federal fines and settlements would go that would be used to fund organizations, that do STEM-stuff for youths and some other stuff.  Although CAP is mentioned as an organization that does this sort of work, it looks like the money would be in grants that CAP and other organizations would have to compete for.

If this passes I wonder who would lose and what activities would no longer be funded.

HAAAAA.. Oh man.   Politicians are something else.  Yeah.... sure it will.  Just like the Lottery was supposed to fund public schools.  Sorry, those fines and settlements are already going somewhere and being spent by other agencies in the government.  Nobody is going to give that up so volunteer organizations can have access to it.
A guy this week here in FL is trying to get people to sign a petition to re-direct $650M to protect the Everglades.  And guess what!!??  It won't raise taxes!!  Yeah.... because some other government entity is just going to let $650M go and not find a way to recoup it.

Well, all you really need to know about the chances of this bill passing is that:
1) It has no co-sponsors
2) It is being proposed by a Democrat in the House of Representatives controlled by Republicans.

In other words, not a chance in Hades.  But, its still interesting.

Bad idea! It wouldn't be the windfall you'd think.

I've seen this before on the local/state level: One of 2 things would happen: Air Force would offset our funding dollar/dollar for every monies we got from this fund or would expect us to operate 100 percent from the proceeds.

..and for those who say "they have clauses in lottery funding for education to protect against that.."

But they don't have clauses in the writing for other funding sources to "this gets allocated even if there are other funds to pay for it".

So while lottery funding can't be used in education to fund ongoing expenses, noting says they have to fund that new stuff with other money either.
