interesting part - 3-6. CAP wing and region commanders are not to be burdened with contracting responsibilities but are
instead to focus on mission activities and day-to-day leadership of their regions and wings. In order to
facilitate this pursuit, all contracts will be coordinated through NHQ prior to signing.
In god we trust, all others we run through NCIC

That seemed like a lot of words to say, "Wing and region commanders are no longer corporate officers and as such can no longer enter CAP Inc. into contracts."

National Headquarters is about the only place where a JAG is available everyday.
Heck, this might even speed up the turn around times on contracts.

This was actually announced over a year ago, when the new governance was announced at the National Boards in Baltimore. Surprised it took this long to put it into a reg.
