New CAPR 50-17 is out effective 13 Aug 13

While surfing eservices today, I discovered that a New CAPR 50-17 was released last week.  If you're like me and are 5 days behind the times, you might take a look at the changes.

Most of the changes are around Level 1 completion, expectations, and the anticipated online tracking system (alleged for 1 Sept).

Funny, on my computer it says it was released and is effective today, not last week. There are some interesting changes to Level 1 and the new 50-4 pamphlets are also an interesting and pleasant read, for the most part.

No problem. The only reason I even thought more than a half second about it is because I was reading 50-17 on the 16th and didn't see all of those changes. I thought for a second I completely missed a large chunk of updated info.

After being distracted by the changes to Level 1, I noticed a change that will potentially have as much impact on PDOs: Professional Development libraries are no longer optional. The regulation now states that units will maintain a library, and it will contain the listed items.

In the era of on-line documentation, I was somewhat surprised to read this.

"2-2. Reference Library. CAP PDOs will maintain a library of materials used in the Senior
Member Professional Development Program. This library should be kept current and maintained
separately from the administrative files. Contents should include professional developmentoriented material. As a minimum, it will contain CAPR 50-17; CAPR 35-5, CAP Officer and
Noncommissioned Officer Appointments and Promotions; CAPR 39-3, Award of CAP Medals,
Ribbons, and Certificates; and CAPR 50-4, Test Administration and Security; all senior member
specialty track study guides; and the new senior member welcome information. In addition, each
wing should have the current Air Force Distance Learning (AU A4/6) Catalog (available only on
the Internet at www.au.af.mil/au/afiadl). Other helpful materials include Federal Aviation
Administration (FAA) publications pertaining to CAP and training materials from the American
Red Cross, Federal Communications Commission, FEMA, and the USAF. This reference library
may be kept electronically"


Considering the last line, this seems pointless.  My response on an SUI would simply be to refer to the respective websites
as the storage location.  Keeping a local copy just means that the one in your hand is likely to be out of date, not to mention
we do essentially zero AFIADL any more, certainly not enough to need the catalog at ready access.

The average member is going to look up 39-3 on his smartphone before asking the PDO for his copy.  This looks like
another directorate trying to impose unnecessary administrivia to justify its existence.

The underlined word is a typo that appears in the document.

You can't always take online materials into the Reading Room.

... they're not always available.

We have a nice shelf area for just that kind of thing, and this impacts us .. only in we need to see if there's anything added. ;)

Some already do it.

Well, I'm one of the old guys that's having problems switching to the "paperless system" so I'm good to go with the library.  Already have one; gotta physically transfer it to the squadron.

Too many years of being an OJT manager in Uncle Sam's Aero Club.
