..though they're supposed to be ordered from NHQ via eServices, I presume that the PD, CDC, or CC can see the option under "Materials" on the left side of the eServices main page.

Form 8 is gone. Its function has been superseded by eServices, in the Material Orders application.

Your unit admin or professional development officer should be able do that for you. He/She will have permissions in e-services to do so. As you've discovered, it's a restricted application. If these positions are unassigned, check with your unit commander.
