GT badge placement on blues

Where does the GT badge go on the female blues shirt?

1/2" above the ribbons.......or 1/2" above a imaginary line where a single row or ribbons would be if you don't wear ribbons.

Which is of course...different then how the USAF does it.  >:(

Should be the bottom of the badge should be 1/2" above a line parallel with the bottom of the nameplate, if no ribbons are worn, right?
Is that not what 39-1 says?  weird...

Women: centered 1/2 inch above top row of ribbons; when no ribbons are worn, positioned on the left side of the blouse or coat, 1/2 inch above imaginary row of ribbons. If the wearer is also authorized to wear a CAP aviation badge, the specialty insignia will be worn 1/2 inch beneath the wings, except the chaplain insignia which is worn above the aviation badge.
