CAP Memorial for CAP Members Who Die While Performing A Mission?

Refresh my memory, was the official memorial going to list everyone's name or just be a generic thing like the Arlington one?

Is there list of names somewhere (doc/pdf file)?

I read reading through our unit history about some pilots who were active in CAP in the 1950s who were lost in an aircraft accident.  Though there was no indication of if they were lost while performing a CAP flight or privately piloting their planes.
