I came across this "intent to sole source" documentation. I think it is intended to allow CAP-USAF to use our aircraft for training and evaluation but I'm not sure:

Well it's to allow CAP-USAF personnel to "rent" CAP aircraft to maintain flying proficiency and travel for oversight of activities.  Since CAP Inc is a corporation, they would have to do this.  I doubt that any FBO could match the pricing.

Since the Air Force wants CAP-USAF pilots to be familiar with, and thus be able to operate CAP aircraft ... and that means the Air Force would either need to buy,  or borrow such aircraft. Since buying has obviously been ruled out, the borrowing (or renting) is how it will be done.

Since it's going to be done with appropriated funds, they have to put it out for bid.

Now since the niche to be filled is so narrow .. they've pretty much figured out the only source for these aircraft is CAP itself. So they intend to enter into a contract with CAP as a sole provider to fill this contract.

However they must give public notice of such and allow anyone the opportunity to compete for the contact.

So if someone can offer a C182T in configured similarly to the typical CAP corporate aircraft for ~$40-$50/hour dry rate, (insert your average hourly figure here)  then they are obligated to review the feasibility of using that vendor.

I suspect that this is a rebid for a program which has been in existence for years.  CAP-USAF pilots have been flying CAP aircraft for about as long as I have been around CAP(19 yrs).  The SD in CA who retired a year or so ago used CAP aircraft all of the time, as did the CAP-USAF region folks at Beale.  In fact, ask the aircraft manager in CAWG about how many of the Wing's aircraft have been dinged by the CAP-USAF pilots.  More than one.

They might as well fly them, CAP has so few missions these days.

That's what the L1 mission symbol is for in WMIRS.

I also heard somewhere that when the aircraft is on an L1 mission, there is a special call sign used that is different than the standard wing call sign for that aircraft. Has anyone else heard this?

Since when were there "USAF Liasion Officers in each State"?  I haven't seen an LO in a bunch of years. And considering the Strate Directors are not USAF LO's is there going to once agin be AD USAF LO's in each Wing?
