Propeller Device on Ribbons

Been looking through the 39-1 to solve a question one of our cadets had.  Does the top blade of the propeller face up or down on the ribbon?

Not this:   \  /
                 |


Correct?  If so, can someone help me with where in the regs it answers this question, if at all?

One up, two down is correct. It's in the pictures. Just like the propellors in my sig.

Try looking in the 39-3. That's the reg that covers awards and decs.
