National Headquarters Paid Staff Reduction!

I've heard rumors that at  least 2 positions (that were filled) at National HQ were eliminated.  Anyone actually know the total number of national hq positions that were eliminated ???

Well there's the potential that someone "in the know" will be willing to share this with the membership.  One would think that at least an internal press release would be formulated and distributed.   Makes one wonder what other "cuts" in resources can we expect down the road :( ???

I have several changes to announce which have an impact on the communications program.



First, the bad news.  The National Headquarters has undergone a layoff to best structure our staff for the future.   As a result of this we have lost several brilliant and hard working employees through-out the headquarters and the communications program was impacted as well.  Among those laid off this past week was Pete Wharton, Chief of the NTC. In response to this loss, the NTC is working to restructure internally so please be patient as we all work through this.  Your understanding is greatly appreciated.



  Second, the Operations Directorate at NHQ is reorganizing as a result of the personnel losses.  In addition to Pete at the NTC, the National Operations Center also lost a coordinator and they will be working to redefine duties of the remaining staff to ensure missions continue to be processed in a timely manner.  Additionally, I have been asked to step back in as Chief of Communications, the office I held from 1995 – 2007.  This means I will be returning to the DOK office symbol and will be working to hand off some of my mission support duties to others within operations.  For you this means I'll be working more closely with you and you'll be seeing more messages from me about what is going on in the communications program and where we are headed.  I ask for your help and understanding as I work to get re-familiarized with everything that has changed in my absence.



  Third, I've saved the best for last:  MG Carr has been pleased to select a new National Comm Team Leader and that individual is LtCol Steve Haney, formerly TXWG/DC.  Congratulations Steve!  However, because TXWG is due for a CI in the next couple of months, Hartley Gardner has agreed to stay on as Steve's Deputy to assist with the transition.  Steve plans to rely on him heavily as he tries to divide his time between his new duties at the national level and the preparation for his wing's CI.  I'm sure you'll be seeing more from Steve as he eases into his new assignment.  Please join me in congratulating him.



  I realize this message is pretty "heavy" with a lot to absorb.  If you have any questions please feel free to call or drop me a line.  With the other demands on my time, email is usually the best way to get a hold of me but do not be shy about reminders and follow-ups.  I will have to rely on you guys to help me balance everything needed of me and remind me if I owe you an answer on something.  Please let me know if you have any questions, comments or concerns.

I mean, they did tell us during NSC that cuts were coming, across the board. So it's not surprising. Hence my "Just call them". OTOH, it's RM, so..

Thanks --   OK, two positions identified.   However, "several" means more than 2 or 3 but not many.  So is it 1 more 2 more, or 3 more :-\

Additionally, how many vacant positions were not filled in anticipation of some staff reductions ???  This too be even more of an impact.

My understanding that NTC had made some great strides on technical repair/warranty issue, equipment repair turn around. 

Historically there's been "excuses" given out of National about not getting things done because of staffing issues.  Perfect example is a simple thing like draft NEC & NB minutes >:D

An emergency meeting of the National Executive Committee was held this evening to decide the best way to deal with the Continuing Resolution which expires 18-Nov-11 and has changed from a quarterly 80% tranche release of appropriated funds for CAP from CAP-USAF, to a month to month release. CAP-USAF has informed us  that CAP will not receive additional funding requested for November. As a result four members of NHQ staff have been laid off  and effective immediately all training and cadet orientation flights will cease, all major aircraft and vehicle maintenance (such as engine replacements) will be deferred, all corporate travel will cease (not region travel) and all new cadet uniforms will be put on hold.  Only actual SAR missions and IAF mission such as EADS and MIPR funded missions will be flown. This moratorium will continue through the present CR period which expires 18-Nov-11 and further until a new CR is approved or until congress approves the president's defense budget.

There are a lot of CAPTalkers who have began dumping on RM every time he posts something just because he posts it.  It doesn't provide a good example to the cadets who frequent CAP Talk and does not reflect well on your professionalism.  If you don't like what he says or how he says it, be an adult and just ignore him.
