Must all SQTR tasks be complete before missions can be signed on SQTR's?

Depends on your wing. At a very minimum you must have achieved trainee status in the specialty you are training in.

Eclipse

I agree with Space - depends.

You're supposed to have FAM / Prep done before you can get any mission credit, and then from there I know of wings that allow you to get your second mission credit whether you have advanced done or not, and some that will require your tasks be done before mission #2.

My opinion is you should be fully signed off before mission #2, but I recognize that the logistics of limited missions and SAREx's make that difficult, and have kept some less-active members from the finish line for years.

Whether yo even need to be on an actual "mission" is different from wing-to-wing, so your best bet is to address this through your chain to see what the local policy is.

Barring local rules and policies.

No...the Prerequisites and Familiarisation/Preparatory Tasks must be completed before you can be assigned as a Trainee to a position.

In a word, no.

I believe the original intent of the program was that the pre-req and f&p were required before you could go out on a sortie as a trainee,

but that the advanced training was designed to be specifically tested and demonstrated *ON* sorties (in the field) as a trainee (on a sortie, on a mission, with a mission number).  Even at NESA, you are verbally tested on the knowledge portion of the tasks, but the exercise at the end you are observed and evaluated for the practical skills.

You should not be out on a sortie, on a mission, if you haven't completed pre-req and f&p.
I will take a trainee (pre-req and f&p done) on an *actual mission* as trainees.

It has been the case where I have put a trainee on their first mission, a training mission, 11T1234
And mid mission, they have re-tasked us to an actual  11M9876
That trainee has gotten two separate mission credits (two separate mission numbers)
Qualified for their GT Badge,
AND a non-distress find, all in the same day.

(of course the majority of task training was already done, at our nesa-style gtm task training bivouac)

Digging deep enough, I did find the answer, just missed it the first couple of times through 60-3.

These two "missions" do not have to be on different mission numbers, be AFAMs, or be completed after all other advanced training is complete, but personnel must have completed all familiarization and preparatory training in order to receive credit for these sorties.

Good input from everyone though.  I appreciate the help.

And that is updated since the current qual system was first implemented
way back when it was new, it was not well defined,
and common interp at the time was that it did have to be two separate afam mission #'s (training or actual)
the confusion on the issue prompted that reg update that you just cited.

Not all wings are using separate ROA cards. If NVWG has decided that having B-CUT or A-CUT on the 101 card is sufficient, they may decided to stop issuing ROA cards. The ROA card is optional per the regs.
