If CAP is on such a tear to enroll Legislative members to gain access to State budgets, why oh why does it take NHQ so long to process a Legislative application!

There is no background check, no fees to process, etc. But it still takes several weeks to get a CAPF 12L processed. It's embarrassing! And why don't they include the Legislators photo on the card?

The current delays don't make CAP appear all that professional in the officials eyes.

Because they turned it into another administrative bureaucracy by creating a form and then having to submit that form through your various echelons of government relations officers. It used to be that all you needed was a current resume for the legislator seeking membership, and that resume went directly to NHQ. Not any more, too many hands in the pot now.

I may be reading the reg wrong, but to me it simply says to submit the form to NHQ/DP.  Says nada about the GROs.

7-3. State Legislative Members. Membership in this category is open to state legislators and elected state officials as well as key staff members. Membership dues and fingerprint cards are waived. A CAPF 12L is required and should be submitted to National Headquarters/DP.

If that has changed, you would think it would have made it into this latest publication of 39-2.

No change. It can go directly or through the Wing Admin. The delay occurs at NHQ for some unknown reason.

The current reason given (as of last week) is that National personnel is busy prepping award and such for the National Conference and has back-burnered most other paperwork. That's some screwed up priorities, I'll tell ya.

Maybe for some that's some screwed up priorities, but personally I prefer recognizing the membership for hard work done throughout the year.

Not saying the membership shouldn't be recognized. I am saying it's hard to believe that it takes the entire HQ personnel staff to prepare awards and such for an event that has been on the books for several months now.  Everything else has to slow down because of that?  Hard to believe.

It's not like they have many people working in that department, infact they only have 4.  That is 4 to handle all awards and such for the nation, to include the approval/denial processing, printing, engraving, order issuance, etc.  Not to mention getting things prepped for the paperwork involved with a change of command and at least two promotions.
