The FEMA Emergency Responder Field Operations Guide is out for public comment. Comments are due by March 18, 2011.

It's a 194 page description of the Incident Command System.

Probably a good idea for the various wing comm planners to see which of these frequencies listed are used by public safety within the state.  I would assume that most wings have already done this.  Might actually be easier in many cases to have a separate radio or two dedicated to some of these emergency channels.  At the very least put them in your radio scanner for monitoring purposes.
