First Aid Training Standards

Okay...I've done the Search thing and can't find what I'm looking for.

This thread is not about Medical Legal issues... So please don't hijack the thread and pursue your agenda.

I get it CAP is not an EMS agency...blah, blah, blah....

My Question is What Constitutes a valid First Aid Training Class for the Purposes of qualifying IAW CAPR 60-3?
The Regulation states that the Training Must comply with National Guidelines for First Aid in Occupational Settings (NGFATOS) and when perusing this Standard it Cites an OSHA standard that must be complied with.  Nothing says you MUST use a Certifying agency to accomplish this...The OSHA standard states that an employer can Tailor a course to meet the needs of their working environment.  The only requirement I find is that an Online Class is insufficient and that there must be a practical.

Can I generate my own Lesson Plan and Curriculum as long as it meets the NGFATOS requirements?

All the Certifying agencies I can find all want to Charge for their Services so I'm trying to provide a timely and Cheap alternative to our members.  Also CAPR 60-3 also makes reference to trying to get mission funding for required training like First Aid Training....Has anybody done this and can make recommendations.  Thanks

We use the USAF Buddy first aid course (slightly modified - no combat type wounds) taught by a licensed medical professional.  You can google the material up.  NHQ had no problem with it.

Absent any guidance from your wing/region....yes you can create and conduct your own First Aid Class.

The only guidance I have seen on this issue it that it must have a hands on componant (evidently there is a web based first aid course out there that was issuing certificates.).

Your best bet is to just have members go to your local hospital, ARC, or find a private instructor and have them come to you.
$10-50 will be the cost.  That or send some members for the training to be instructors.

In some cases the training is cross-purposed, for example I have to be certified in FA to be a riding instructor, some years they provide a refresher that counts for CAP, some years I re-take with CAP and it counts for them.

We are lucky enough to have several instructors as wing members, and they can teach us for the cost of materials.

There is an article in the CAP Knowledgebase that addresses this topic, and it even gives you a list of stuff you should cover.  To my suprise, CPR is never mentioned as being needed.  The USAF Self-Aid Buddy care is a great course, and I get that at work too... but I like to have CPR training every now and then and the red cross only charges an extra 10 bucks for first aid on the end of the class....

Point is, First Aid in CAP only needs to meet OSHA requirements. 

Now how you track that for your members, and what time frame do you give them before they need a refresher course?  The Regulations are silent here as well.  The only thing I can think of, is that a member would need to re-up his First Aid, or be able to prove proficiency for GTM3 every three years... but the regulations are silent here as well.. and leave it to the SET to test if they wish.

CPR was dropped as a CAP requirement about 2 rev's of 60-'s ago.

The re-currency issue is another reason to leave this to the pros - their cards have an expiration date.
