So who logs the time? As the student, if I am "teaching" the CFI, if I understand it, most of my time will be in the right seat learning to instruct while the CFI fly's correct?  Is the CFI the one who logs the time since I, as the student, am actually not doing any of the flying?

Rob: walk over to the FSDO and ask them, if you can wake them up.

I've always understood it to be that you get Dual Received.  Technically, you wouldn't log PIC time unless you're sole manipulator of the flight controls.  Of course, no one seems to follow that rule.  But, you are in a way receiving instruction from the CFI so both can log the time.

Yeah....OK.  I stand at the glass door with a uniform and a gun and I can see them all in their through the tinted glass trying to argue with each other about who is going to get up and actually walk over and answer the door.  As if the glass door would actually stop someone who wanted in. (I love useless security) The the call box springs to life and they ask if I have an appointment.  Ill just ask the CFI I will be using.  I was just curious.  I am getting all of my writtens done over the next 2 weeks.  I will be starting with the CFII after April 14th.

Rob,  "What does the regulation say?"

I get the whole part about "sole manipulator of the controls".  So I guess I will end up with something like 2hrs dual and .4 PIC for when I take the controls to demo a maneuver.  We do it all the time when we have two pilots on board and we both split the flight time.  But I couldnt find anything that addressed if a CFII student was afforded the same "privilege" as a CFII as far as logging time during training.  Not a big deal.  Im not worried about 20-30 hrs.  Another pilot and I at work were both curious about it.  He is doing CFI-H and I am doing my CFII-A.
I know there are many places I can probably find the answer, my CFI for one would be a good place.  I have read Part 61 as it relates to the training of CFIs but it mentions nothing about it specifically.
