I never said there was - this is a simple matter of a command decision.  In this case, my wing specifically requires it as part of their NHQ-approved 39-1 supp.   Absent a supp, the regs are clear that the Wing CC is the approving authority for all unit insignia.  Since this is a subjective approval, he can
choose whatever criteria he likes, including disapproving existing insignia.

No regulation required.

As to whether there is a "need" to redesign existing patches, that is again a subjective call of the commanders in question, and as a point of
opinion I disagree.  Far too many of our unit insignia are poorly executed, hand-drawn images with no provenance, press-ready art, or
which contain elements inappropriate to CAP.  Lots of them "need" to be redesigned.

I have sent a re-request up the chain of command. I hope this time the ridiculousness of requesting approval for something that was already approved, from an agency that does not exsist, from someone who cannnot approve or deny them, by someone who can and has in the past goes different.
