In the old days we always quoted 30 days but with the modern technologies you should know quickly if the check bounced or the prints got lost.

Good luck

With mine it got to NHQ in 4 days, got sent back the next day for a minor snafu, and no one knew about it till I called two weeks later. No one knew about it because the squadron never got it. We're on a military base, and we think it's mixed up in some base mail somewhere, so the hunt is on.

I sent in all the forms three weeks ago, but the meetings have been cancelled twice, first one cancelled for weather, second for a parking detail, so even if my squadron has gotten it, I have to wait.  :(

I called in on the phone the first week of this month. Got my ID card around 10 days later. I just got my second ID card this week.  They both look the same to me!!!

I'm embarrassed to sit there and say I still haven't got my ID card and it's been six months at minimum.

Man, I guess I'm not the only one in this boat.  I got my CAPID # both as an email and from our Squadron Personnel Officer, however, my members kit with my ID card has not arrived.  It's been a month for me.  I guess I'll just keep waiting for a little while.  I have completed several of the initial trainings, but even if I have them all complete I will not be able to participate in an exercise until I get the ID card.  I hope all of our ID cards arrive soon!

You can print a temporary card in eServices that's just as valid.

If the temporary card from eServices says "Temporary" on it, then is the member/person a full member or a Temporary member (I have printed mine)?  Since I'm assuming that the final card hasn't come because the background check is not complete, then wouldn't that make the new person still a Temporary member until they receive the ID card?  It's listed in 60-3 that temporary members cannot participate in several parts of exercises.  I thought I read it somewhere else too, but it's definitely listed in the GES portion of the reg (2-3-e).  I guess I need to know what the definition of a Temporary member is...?

1. Go to CAPMembers.Com and log into eServices.
2. Click on "My Account" in the upper right corner.
3. Halfway down that page there is a dark blue rectangle labeled "Print Temporary Card (To be used only until the real card arrives!)". Click on it.
4. Click "Ok"
5. Click "Open"
6. Print
7. Participate!

There is no "temporary member". Once your paperwork has cleared and you have a CAPID, you're a member. If you can get into eServices, you're a member. The phraseology for "temporary" only refers to your printed paper card, and like stated above, is only to be used until your permanent plastic card arrives.

Scratch that. Learn something new everyday. I'm just surprised that you can get membership of any type approved without a background check completed.

CAP Regulations disagree.

Quote from: CAPR 39-2 para 15a
National Headquarters will issue membership cards to all new cadets and senior members. Senior members placed in temporary status until membership eligibility is validated by the screening process will not receive a membership card until their membership status has been approved. These members may download a temporary membership card from eServices for their use until the actual card is received. Senior members in this temporary status will have limited privileges until they have cleared the screening process. Individuals in temporary membership status are not eligible for liability coverage under the FECA. These individuals are eligible to accomplish academic training activities, observe mission base training and operations and assist in chaperoning cadet activities. They may not participate in Air Force assigned missions. Membership cards will be reissued annually upon renewal.

Quote from: CAPR 60-3 para 2-3e (partial)
...Individuals in temporary membership are not eligible for liability coverage under the FECA or FTCA. Individuals in temporary membership status are eligible to accomplish academic training activities, but are not authorized to observe mission base training and operations due to liability issues. In addition, they may not participate in any flight activities (including flight line activities) or ground, urban direction finding team, or CERT field activities. ...

Quote from: CAPR 52-10 para 3b
All senior members must be screened in accordance with CAPM 39-2 and undergo Cadet Protection Program Training (CPPT) before working with cadets (CAPR 50-17, CAP Senior Member Professional Development Program). Members who have not completed the screening process and received their FBI "approved" status will not be permitted to act as the primary supervisor at cadet activities or associate with cadets in any way without the in-person supervision of a senior member who is currently in FBI "approved" status. FBI approved status is defined by a leadership code of "A" on the monthly membership listing and the issuance of a membership card that does not reflect the word "temporary."

So we seem to have expanded (and not in these reg revisions as they are not grey) the limitations on what a senior member can do before the FBI check comes back. I know at one time the only exclusion was the sole supervision of cadets as listed above.

I knew I read it in more than one place. Thanks. I'm hoping the card comes soon!  There is not an exercise for several weeks so it will hopefully be here by then.

I've experienced this story myself. I originally signed up in April of this year. The squadron has one of its senior members do the fingerprint process as he's a police officer who does such tasks on a normal basis.

In June I received a letter from National HQ that my fingerprints could not be read. They included a new fingerprint card and on the next meeting I had the police officer take my fingerprints again, and the squadron sent the form in.

Now it's almost August and e-services still shows me as waiting for the FBI clearance. Needless to say, I do not have my regular membership card yet...

Is a two month plus time delay on this normal? From reading the other posts here, it seems that some people kind of get stuck in this process...  Is there anyone at National HQ that I can contact who can maybe move this past whatever blockage is in the system?

Thanks,

MacGruff, where did you find the part in eServices that says your FBI stuff isn't back?

The first page you see when you view a members record in e-Services LSCode; A= Approved P= Pending

I'm sorry, perhaps I'm being dense...or maybe I'm just not finding the correct page.  When I log myself into eServices I get the page that comes up with CAP Utilities, Ask the National Commander, my unit stats, News, and Restricted.  I bounced back and forth between your post and this page and clicked on several of the utilities thinking I would find a member's (mine) "record" there somewhere.  I had no luck.  Can you tell I'm still fumbling my way around eServices?  Sorry.  I was hoping there would be a record of some kind that had all my info together where I could scan the status of everything in one place?  Is there one and I'm missing it?  For example, I have to click on the Driver's license link to see that status, then the 101 card I have to click on the edit/view to see what part of things might be missing from the 101.  Like my GES, it says "not active" next to it on my 101 which I assume is because I just completed the level 1 face to face stuff last night.  But I don't know if it has to do with my temporary status and the FBI (LS code) thing or not.  I unfortunately still could not find that code.  ???? :o

I'll echo what Eclipse wrote as I just did what he said and got the record the way he said it. Actually, here is what mine looks like with identifying information altered:

Personnel Information For:   XXXXXXXXX   YYYYYY NER-PA-025   LSCode: P | Safety Currency: 31 Aug 2013

BTW - I left a message for Ms. Cobb today and have yet to hear back.

Thanks Eclipse!!  I did find it that way!  YAY!

It shows my LSCode:A, so I guess my card should be in the mail soon.  I did not see anything about an Ops Quals on the right within or near the report, but I was able to see it in the regular start up page of eServices (in the Utilities area under "My Operations Qualifications".

I uploaded a pic a couple weeks ago, the folks in my unit recommended that.

I hope yours gets cleared up soon MacGruff!

Is the photo showing under the photo tab in your records?

If no, then it needs to be approved by your CC.

Wonders never cease in this world of ours.     >:D

On Friday of last week, I called NHQ and spoke to a very nice Jamee Jenkins who explained to me what the problem was and advised me to be patient for a few more weeks while the FBI sorts things out.

Yesterday, at about this time of day, I was on e-services and checked my status for the sheer fun of it, and it was still listed with a  "P"

Yesterday, at the squadron meeting, the admin officer tells me that he had just ran the membership report on me and my status was listed as Active. I logged in to e-services and indeed he is correct.

Yippee!!!           ;D

Good deal MacGruff!

I finally got my membership card.  I was preparing to go to my first SAREX on 10 August and the night before I was reprinting my Temporary card because it had expired (only good for about a month or so).  Just for the fun of it I checked my P.O. Box the night before we were to leave for the SAREX and my ID card was in the box!  Needless to say I was excited.   ;D

National announced that effective July 15th, and  due to funding SM packets would no longer be sent out. All the materials are available for download from E-Services. They also lowered the new SM membership fee by $10 to account for not shipping out the package.
