I thought we would have many in a position to shed some light here and provide some background on this program.  After all, it is NASA.

But apparently everyone is just as much in the dark as I am.

This is really a cool helo/aero hybrid.  I would assume that due to it's weight that actually NO license would be required for it (it would be considered an ultralight?).   HOWEVER, I doubt that you will see a cost of less than $50K on this initially, but who knows.  Perhaps it would be best to require a modern 406 mhz emergency beacon in this craft.  Also many states restrict where aircraft/helos can land on a regular basis, so there would be a lot of legal hurdles.
