Need help with a situation involving commanding officer

The blues loaned were from the captain's personal closet (her uniform).  She does not meet the weight requirement so she can't even wear them.  My daughter needed them for a parade that the captain wanted her to be in.  We were told that it could take 8 weeks to get her uniform.  Hope that clears some of your questions.  I didn't realize that my frustration was so obvious in posts that I could not even communicate clearly.

We have tried three separate occassions.  She refuses to listen.  We have decided to let this battle go, there are MANY other areas to work on.  What makes the entire situation hard is the captain is the major's (our commanding officer) wife.  So any and all complaints to higher rank get dismissed.  So it turns this into a sticky situation.
