Opinions differ.  They did not get it right.  The President should be referred to as just that...or President Obama or Mr. President. 

It's not only about using the minimum number of words.  Use of the last name in the headline only does convey the proper respect for the office.  If a PAO can't get that right, they should consider another position, IMO.
