RFI: Norm Edwards CD Officer of the Year

I'm looking for specific information on the "Norm Edwards CD Officer of the Year" award.

It was approved by the NEC in November of 2003, but the minutes really only say that it was approved, not what any specific criteria for the award are.

I've seen a reference to a CAP/CC's letter dated 17 Mar 05, but I can't find a copy in my library. Does anyone have a copy of that letter (to share), or specifics on what the criteria for the award are?

I seem to recall that a recent ICL from National gives the specifics of the CD award, plus the establishment of awards honoring Cols Ed Lewis and Dion Decamp, who were killed in the 182 crash in Las Vegas two years ago.  Try eServices for the ICL.
