The theory being....
NSC is to advance the individual's education/knowledge to the point necessary to serve on the national staff (likewise RSC for region staff). While the course is a component of that education, a whole lot of years as a staff officer are also a big part. Doing the class before you're really ready isn't going to achieve that objective.
