skill evaluator trainer

I think I like the idea of haveing a SET being evaluated by another SET.  Possible having the SQD commander being able ti sign it off. 
I agree that some people have skills that would make them better teacher and not have the current training.  I know with my job I sould be more than able for GT3 and UDF.  but just need the quals

My wing doesn't do anything official to designate SETs though we are also small enough that Cadet/SM Snuffy wouldn't be able to pull anything either.  I think CAP does it about right. 

CG Aux on the other hand has an extremely limited number of people who can do the final sign offs on certain qualifications and for renewals.  These boat gods (actually called Qualification Examiners) are very few and far between which can make it difficult to get things accomplished if you have to wait for them to have some free time.  And because there are so few of them, they are usually pretty busy.  The CAP equivalent would be Mission Check Pilots.

When you're talking about such a large and geographically diverse part-time organization like CAP, quality control is going to be difficult.  There are all sorts of things we could do to make sure people are actually qualified to do the ES tasks.  For example, requiring that evaluations be done by someone outside of your own unit.  But, they're just not practical without a lot more funding (to shuttle people around) and a bunch more personnel (who have time to drive a few hours to evaluate members of another unit).

It means that you can sign off people who hold ES specialties at or below your ES level. In a nutshell, if you're an IC you can sign off almost anyone; if you're a MRO you can sign off MRO trainees only. The SET program is the successor to the short-lived Train-the-Trainer or TTT program that existed back around 2002 or so. In many wings it succeeded but in others the TTT program was a flop as I understand it.
