Building an ELT Practice Beacon

Hopefully this is the best forum to post my question on.

I am looking to put together a practice ELT beacon that transmit on 121.775MHz. It seems that the hardest component to get is a handheld radio that can transmit on that frequency. There seems to be a few controllers around to do the keying/PTT.

Any pointers will be much appreciated in terms of handhelds that could be usable, even if it includes flashing the firmware. AM seems to be a challenge under the handhelds.

You might want to check out the FCC regs on that band before you go any farther. The commercial beacons have specific certification and specifications that your unit won't have. This falls outside the ham radio arena.
