I know that color guards present and retrieve colors, but I was wondering if Honor Guards are allowed to preset the and retrieve the colors at ceremonies and other events. All input would be helpful.

The Colors element of the Honor Guard is the Color Guard in that sense.

Honor Guards don't normally show up just to present the Colors, walk away, and retrieve them later.

What is the intent of the question?

Here is the Honor Guard Program manual:

https://www.gocivilairpatrol.com/media/cms/CAPP_528_CAP_Unit_Honor_Guard_Progr_76095A8B89BEC.pdf

"Color Guard", or the Colors Element of an Honor Guard, is only one part of the program. The Ceremonial/Demonstration Element, Funeral Element, and Drama Elements are the other parts.

Keep in mind that you will need the approval of your Wing Commander before starting an Honor Guard at your unit:

1.2. Authority. Wing commanders determine the scope of Unit Honor Guards within their wings. As
a result, squadrons wishing to start a Unit Honor Guard need the wing commanderís approval. Wing and
region commanders may elect to have members of different Unit Honor Guards form a wing or region
Honor Guard as deemed necessary by the appropriate commander.

Put together an effective Color Guard and get some experience. After that, review how much time and effort it took to get to that level, and then think about how much more training you will need to add three more "missions"
