Is there any appropriate recognition that we could send to the chain of command of an Active Duty individual that assists CAP on a regular basis, either as a SM or not?

First and foremost, insure your volunteer knows you are doing that.  Although it sounds like a no brainer, present it to them at a meeting first, and once that is done, then get their permission to send it to their chain of command.  Ive known a couple people who just really don't want their command knowing what they do in their off time.  Everyone has their reasons.

Depending on what the recognition is, a brief letter on Squadron Letterhead is appropriate at the very least.

The Military Outstanding Volunteer Service Medal is designed specifically for those service members who volunteer.

In the USAF this is a service medal for long time volunteerism (as opposed to volunteering for a single event).   If you have a service member who has joined CAP or just volunteered a lot of time to CAP over an undefined length of time....write up what they did, what the impact on CAP and/or the community was and send it up to their commander.

If you're talking about folks that may have smoothed the way for base access, encampments, etc. then you could present them with a certificate of appreciation and notify their boss.

Now, if you're talking about someone in the military showing up at meetings and assisting at other CAP activities they need to either join or stay away.  They're no different in that regard than any other adult.  Obviously, those assigned to work with CAP (CAP-USAF, CAP-RAP) are a different story.
