I realize that I commented earlier on this thread, but I just have to ask what all this(especially the last page and a half or so) has to do with CAP. Has anyone in CAP ever been arrested for not moving their airplane out of the way of something? We get on cadets and others who bring things to this forum that are only peripherally related to CAP and yet we indulge in ourselves. If we can't relate this to CAP let's LOCK IT. >:(

I could make an argument that this is related to ICS and how to work in a multi-agency environment.  But I'm not invested in it enough to spend a lot of time on it.

This is the same state Supreme Court who recently decided that it was perfectly fine for the state to issue a license to practice law to somebody who was in the country illegally and admitted to identity theft and fraud to that end.

The California Supreme Court abandoned the concept of "Rule of Law" a while back.

Is it directly related to CAP?  No. Is it directly related to the ICS system and what can happen?   Il guarantee that fireman not even for a second thought that officer would whip out the cuffs for something that was relitively a minor event.   
I don't think it needs to be locked just because CAP members were not involved.  The discussion has stayed on topic and it seems most members are pretty surprised.   It's a reminder of that old saying "don't confuse your rank with my authority."   

It's a reminder, right or wrong, "whoaaaa!  That ICS thing can be serious.l
